KLD has been a leading developer of emergency plans in response to natural and technological hazards, for over 25 years. Our expertise has been applied to develop plans for areas surrounding nuclear power stations, chemical weapons storage facilities, and for areas subject to hurricanes.

Homeland security issues require that localities provide a level of protection for their inhabitants. Part of this effort is the development of emergency evacuation plans. 
Plans developed by KLD have withstood rigorous review by state and federal agencies. We work closely with local and state police agencies to develop traffic management plans which support the overall emergency planning function.

KLD uses an enhanced suite of evacuation models for its work in emergency preparedness and evacuation, which is generally done for government agencies and utilities.  This suite has its roots in the model KLD originally developed for FEMA, and includes an integrated traffic assignment and distribution model (TRAD), a macroscopic traffic simulation model designed for evacuation environments (PCDYNEV), and an interactive data entry software system (UNITES).  The suite runs applications in faster than real time, and can be interfaced with other models with interested strategic partners.
